It does not matter if the camera is empty, full or even processed. It sounds like you are missing the identication lines in your .inf file. Adding those numbers lets PV2Tool recognise your camera. Without them it will never work.
If you do a search on Google for libusb.inf, you will probably find one that already has the needed info added to it. After that update the driver for it and point it to the new .inf

If it's not unlocking with the software, you will have to use the hardware method. Use the method on this website.

I have used it to unlock 2 6550 cameras. But be very careful or you will end up with more problems.

so there is now ways forr me to unlock my camera unless i open it up and do all of that pin shorting.
I was reading i can make a pv2keys.txt file and put keys in it, and it will let me unlock it if i get the right key....
so i dont have to opens the camera if i have the right key correct?

It won't unlock.. I have this:
6520
hw 06
typeid 30
I do this:
Leave the camera sitting around for a while (with batteries in)
Take 2 pictures then delete one
With it still on, I plug it into the USB and hit Open
Short the two pins, unplug from USB, wait 10-13 secs for 2 beeps
Plug it back in, get 2 more beeps, let go of short
Hit open, then unlock, and it says its successful writing out something to the .txt file (same output every time).
Reset the camera, go to open then unlock, and it says failed.
The same thing happens with the batteries out.
Anything I'm missing, or is there any other way to unlock this camera?

Timing is important for this hack. If you let the camera stay unplugged for too long, the RAM will be too corrupt for the scan. (and you will have a bunch of useless data, instead of the key)
Leave the camera disconnected from the USB port for no more than 3 seconds during the hack.

The result is the same leaving it only a couple seconds (or exactly 3). What happens is that the green light on the camera is still on. When I plug it back in, the pc initially says it can't recognize one of the usb devices. Then the camera beeps, and suddenly the usb device is recognized. When I check for keys, I get the exact same output in the .txt file that I did before, and it doesn't unlock.

Do you have both 27 and 2B (or 28, 2F or 27,30 depending on your pinch) in libusb.inf?

*shrug* Well, I got sick of this camera that I couldn't unlock, so I got another one.
I did -exactly- the same thing I've been doing with the last one, and it unlocked the first time.
Tried again with the old one, same deal.
Whatever. $20 camera instead of $10 :)
So what's the best driver to use with Irfanview or some other software that would just straight pull the pics out and save em to jpg? Is there anything better than Irfanview? The reason I ask all this is that I want to give the camera to my parents. I don't think they would actually use it if they had to open one software to get RAW files out, then use another program to individually convert them, etc.

It requires a bit less precision and luck, but does require that you have a firmware file handy. (which you can now download from your unlocked cam)

I personally use ff2 mainly because I own an ff2, so I'm not the best qualified to give you an opinion on the various drivers.
